ci: 统一 Debian 发布为 stable 发行版并更新相关文档

- 去除多发行版支持(bookworm、trixie),改为 stable 单一发行版

- 更新安装指南、发布指南和 CI/CD 架构文档
- 补充系统设计和配置参考文档
